เมื่อวานนี้ (1 กันยายน 2559) การไฟฟ้านครหลวง (กฟน.) ร่วมกับผู้แทนจากกรุงเทพมหานคร (กทม.) สำนักงานตำรวจแห่งชาติ (สตช.) บริษัท ทีโอที จำกัด (มหาชน) และสำนักงานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (สำนักงาน กสทช.) จัดงานแถลงข่าวการรื้อถอนเสาไฟฟ้าบริเวณถนนราชวิถี ตามแผนงานโครงการเปลี่ยนระบบสายไฟฟ้าอากาศเป็นสายไฟฟ้าใต้ดิน ถ.ราชวิถี เพื่อเพิ่มความมั่นคงของระบบไฟฟ้า และสร้างทัศนียภาพที่สวยงาม ณ บริเวณห้องประชุมอาคารแหล่งชุมนุมนายทหารโรงพยาบาลพระมงกุฎเกล้า ถ.ราชวิถี

นายสมชาย โรจน์รุ่งวศินกุล ผู้ว่าการการไฟฟ้านครหลวง กล่าวว่า ตามที่ กฟน. ได้ลงนามบันทึกข้อตกลงความร่วมมือการดำเนินโครงการเปลี่ยนระบบสายไฟฟ้าและสายสื่อสารโทรคมนาคมแบบสายอากาศเป็นระบบสายใต้ดิน เพื่อรองรับการเป็นมหานครแห่งอาเซียน ร่วมกับหน่วยงานที่เกี่ยวข้องอีก 4 หน่วยงาน เป็นผลให้การดำเนินงานดังกล่าว ประสบผลสำเร็จตามแผนงานที่วางไว้ โดยการรื้อถอนเสาไฟฟ้าในวันนี้ ถือเป็นขั้นตอนสุดท้ายของโครงการฯ ผู้ว่าการการไฟฟ้านครหลวง เปิดเผยว่า ขั้นตอนการดำเนินงาน เริ่มจากการออกแบบ วางแผนงาน เข้าพื้นที่ ก่อสร้างบ่อพักและท่อร้อยสายไฟฟ้าแรงกลาง พร้อมติดตั้งสายไฟฟ้าใต้ดินแรงกลาง ก่อสร้างท่อสายไฟฟ้าแรงต่ำบนทางเท้าพร้อมกับการก่อสร้างท่อร้อยสายสื่อสาร เปลี่ยนระบบการจ่ายไฟฟ้าจากสายไฟฟ้าอากาศเป็นระบบสายไฟฟ้าใต้ดินเชื่อมต่อให้แก่ผู้ใช้ไฟฟ้า ติดตั้งโคมไฟถนนใหม่ ไปจนถึงการรื้อถอนเสาสายไฟฟ้าอากาศ ซึ่งเป็นขั้นตอนสุดท้าย กฟน. ในฐานะที่เป็นหน่วยงานหลักในการดำเนินโครงการฯ ได้รับความร่วมมือจากหน่วยงานที่เกี่ยวข้องในด้านต่างๆ ด้วยดีโดย กรุงเทพมหานคร ให้การสนับสนุนการบริหารจัดการปัญหาต่างๆ ที่ส่งผลกระทบต่อประชาชนในระหว่างการดำเนินงาน ขณะที่ สำนักงานตำรวจแห่งชาติ ให้การสนับสนุนการบริหารจัดการ วิเคราะห์และแก้ไขปัญหาการจราจรที่เกิดขึ้นเพื่อให้การจราจรเกิดความคล่องตัว และประชาชนได้รับผลกระทบน้อยที่สุด นอกจากนี้ สำนักงาน กสทช. เป็นผู้ให้การสนับสนุนการบริหารจัดการ และกำหนดนโยบายให้ผู้ประกอบการดำเนินการนำสายสื่อสารทั้งหมดลงใต้ดิน โดยมี บริษัท ทีโอที จำกัด (มหาชน) เป็นผู้รับผิดชอบดำเนินการก่อสร้างเพื่อรองรับการนำสายสื่อสารทั้งหมดลงใต้ดิน อย่างไรก็ตาม แม้จะยังมีปัญหาอุปสรรคในบางส่วน แต่การดำเนินโครงการถนนราชวิถีซึ่งเป็นโครงการต้นแบบในการทำงานแบบบูรณาการร่วมกัน จะทำให้ได้รับข้อมูลที่มีประโยชน์ในการปรับปรุงการดำเนินงานในโครงการอื่นๆ ต่อไป

ทั้งนี้ การกำหนดกรอบการดำเนินการให้เสร็จภายใน 5 ปี ตามที่รัฐบาลกำหนดไว้นั้น กฟน. จะเร่งดำเนินการให้แล้วเสร็จภายในกรอบเวลาที่กำหนดในพื้นที่ที่ไม่ติดปัญหา ยกเว้นพื้นที่บางส่วนที่ซ้อนทับกับโครงการของการรถไฟฟ้าขนส่งมวลชนแห่งประเทศไทย (รฟม.) ซึ่งจะต้องมีการประสานแผนทำงานร่วมกันต่อไป สำหรับโครงการที่จะดำเนินการต่อจาก ถ.ราชวิถี ในปี 2559 นี้คือ ถนนราชปรารภ ศรีอยุธยา โยธี เพชรบุรี และพระราม 1 ซึ่ง กฟน. และหน่วยงานที่เกี่ยวข้องจะเร่งดำเนินการให้เสร็จโดยเร็วโดยให้เกิดผลกระทบกับประชาชนน้อยที่สุด

MEA Starts Pulling Down Electricity Poles in the Conversion of Overhead Lines into Underground Cables on Rajvithi Road to Further Supporting Bangkok as ASEAN Metropolis

Yesterday (September 1, 2016) Metropolitan Electricity Authority (MEA) in coordination with the Bangkok Metropolitan Administration (BMA), the Royal Thai Police (RTP), the TOT Public Company Limited, and Office of the National Broadcasting and Telecommunication Commission (NBTC) held the press conference on the demolition of electricity poles on Rajvithi Road, according to the Conversion of Overhead Lines into Underground Cables (Rajvithi Project) of MEA. The project aims to enhance the stability of MEA’s power system, as well as create beautiful scenery. The press conference was arranged at Pramongkutkhlao Hospital, Rajvithi road.

Mr. Somchai Roadrungwasinkul, the Governor of MEA, stated that in accordance with the MOU for the Overhead to Underground Cable System Project to support Bangkok as an ASEAN metropolis, which is the collaboration between MEA and the other 4 relevant agencies. The progress of the project achieved the goal, and the demolition of electricity poles today is the final step of such project. The MEA Governor revealed that the process of the project operations began with the design, planning, access the project area to construct manholes and duct banks of high-voltage underground cables, installing the underground cables, constructing electrical conduits for low-voltage cables along the pave way, converting the power distribution from overhead to underground system, and dispatch to customers. At the end, both overhead lines and electricity poles are removed. MEA, as the main agency conducting the project, has gained good collaboration from relevant agencies, i.e. BMA facilitates and manages problems affecting people during construction. The Royal Thai Police helps manage traffic problems to least affecting the public, while NBTC supports the management and issues policy for operators to move all telecommunication cables to underground. In part of TOT Plc., it is responsible for the construction to support underground telecommunication lines.

However, the Governor of MEA mentioned about difficulties on the operation that there are problems in some points, such as the relocation of all telecommunication lines, the budget allocation, the extension of time in operations, the arrangement of areas to public utilities, the road fixing and restoration, the revision of rules and regulations in procurement and hiring, the insufficient of contractors, as well as MEA’s internal working process. Such obstructions, however, are useful information to improve the future projects. To do that, MEA has appointed the working team. Moreover, the Steering Committee in ministry level was approved by the Cabinet, to enhance and solve the occurred problems.

According to the Government’s goal to complete all projects within 5 years, MEA plans to accelerate the operations to meet the goal in areas with no problem, except in some areas overlapping with the projects of Mass Rapid Transit Authority of Thailand (MRTA) which need the collaboration in working plan afterwards. The projects next to Rajvithi Project are Ratchaprarop, Sri Ayudhya, Yothi, Petchaburi and Rama I, which MEA and relevant parties will accelerate to complete the projects soonest and have least affect to public.
