"นายชัยยงค์ พัวพงศกร" เข้าดำรงตำแหน่งผู้ว่าการการไฟฟ้านครหลวง (กฟน.) คนใหม่

วันนี้ (5 กันยายน 2559) นายชัยยงค์ พัวพงศกร เข้าดำรงตำแหน่งผู้ว่าการการไฟฟ้านครหลวง (กฟน.) คนที่ 16 ตามที่คณะรัฐมนตรีมีมติเห็นชอบตามที่กระทรวงมหาดไทยเสนอแต่งตั้ง

นายชัยยงค์ พัวพงศกร เกิดเมื่อวันที่ 28 กันยายน 2501 อายุ 58 ปี จบปริญญาตรีสาขาไฟฟ้ากำลัง เกียรตินิยมอันดับ 2 จากสถาบันเทคโนโลยีพระจอมเกล้า พระนครเหนือ ปริญญาโท สาขาคอมพิวเตอร์ จากจุฬาลงกรณ์มหาวิทยาลัย และได้ผ่านการอบรมหลักสูตรสำคัญๆ เช่น สถาบันพระปกเกล้า (ปปร.19 ปรม.11) ศาลปกครอง (บยป.5) สถาบันศศินทร์ (SEP27) สถาบันกรรมการบริษัทไทย (DCP219)

ผลงานเด่นๆ ได้แก่ การนำระบบ ICT เข้ามาใช้ในการให้บริการผู้ใช้ไฟฟ้า เช่น MEA Smart Life ซึ่งเป็น Application บนสมาร์ทโฟนของหน่วยงานภาครัฐแห่งแรกๆ ที่ให้บริการประชาชนผ่านมือถือมาตั้งแต่ปี 2556 โดยมีการขยายผลไปเชื่อมต่อกับระบบงานภาคสนาม (Field force Management) สำหรับการรับแจ้งและแก้ไขเหตุไฟฟ้าขัดข้องด้วยความรวดเร็ว ซึ่งได้รับรางวัล Excellence Awards ในงาน ICT EXCELLENCE AWARDS 2015 โดย MEA Smart Life Application ยังได้รับรางวัล ICT EXCELLENCE AWARDS 2016 ประเภทโครงการพัฒนากระบวนการหลักภายใน (Core Process Improvement Project)

โดยล่าสุด เมื่อวันที่ 29 กรกฎาคม 2559 กฟน. ได้รับรางวัลบริการภาครัฐแห่งชาติ ประจำปี 2559 จากสำนักงานคณะกรรมการพัฒนาระบบราชการ (กพร.) โดยโครงงาน MEA Smart Life Application ได้รับรางวัลในระดับดีเด่น และโครงงาน MEA Online Payment "สะดวกจ่ายทุกที่ ทุกเวลา" เป็นการพัฒนาระบบรับชำระค่าไฟฟ้าผ่านตัวแทนฯ เพื่ออำนวยความสะดวกแก่ผู้ใช้ไฟฟ้าให้สามารถชำระค่าไฟฟ้าเกินกำหนดได้ รวมทั้ง การชำระผ่าน Application ด้วยระบบ Online ได้ตลอด 24 ชัวโมง ได้รับผลการพิจารณาในระดับดี ซึ่งทั้งหมดถือเป็นงานในความรับผิดชอบ

นอกจากนี้ยังเป็นผู้บริหารโครงการ GIS 1:1000 ซึ่งเป็นแผนที่ที่มีความละเอียดที่สุดที่มีในปัจจุบัน และตำแหน่งอื่นๆ ได้แก่ อดีตประธานชมรม ICT รัฐวิสาหกิจแห่งประเทศไทย และอดีตกรรมการบริษัทผลิตไฟฟ้าและน้ำเย็น จำกัด อีกด้วย

Mr. Chaiyong Puapongsakorn has been appointed new Governor of Metropolitan Electricity Authority (MEA)

On September 5, 2016, Mr. Chaiyong Puapongsakorn took up a post as the 16th Governor of MEA in accordance with the Cabinet’s resolution and the Interior Ministry’s proposed appointment.

Mr. Chaiyong Puapongsakorn, age 58, was born on September 28, 1958. He graduated with a bachelor degree in Electrical Power with second-class honours from King Mongkut's University of Technology North Bangkok and a master degree in Computer Science from Chulalongkorn University. He has attended important courses such as King Prajadhipok's Institute (Por. Por. Ror. 19, Por. Ror. Mor. 11), the Administrative Court (Bor. Yor. Por. 5), Sasin Institute (SEP27) and Thai Institute of Directors (DCP219).
His outstanding projects include the introduction of ICT system to support the electricity users, for example, MEA Smart Life – an application on smart phone among the first government agencies to provide services to the public through cell phone since 2013, which has been extended to connect with Field Force Management to notify power failure and to solve electrical problems with promptness. This technology won Excellence Awards from ICT Excellence Awards 2015 while MEA Smart Life Application won ICT Excellence Awards 2016 in the category of Core Process Improvement Project.

Recently, on July 29, 2016, MEA was awarded the National Government Agency Service 2016 from the Office of the Public Sector Development Commission (OPDC) and MEA Smart Life Application won an outstanding award. Moreover, MEA Online Payment “Anytime Anywhere” – the development of technology to receive overdue payment through MEA’s agents for the users’ convenience and a 24-hour payment via online application also get good results. All these are regarded as his responsibility.

In addition, he is the project manager of GIS 1:1000 which is the highest-resolution map available so far, and also in other positions including the former chairman of the Information and Communication Technology State Enterprise Club of Thailand and the former director of District Cooling System and Power Plant Co., Ltd.
